Commission issues reminder of closed captioning obligations

The FCC issued a public notice Sept. 3 to remind broadcasters, cable operators and satellite TV services of upcoming requirements to provide closed captioning for nonexempt Spanish language video programming.
On Jan. 1, 2010, all new nonexempt Spanish language programming must be closed captioned. Two years later, on Jan. 1, 2012, three-quarters of pre-rule nonexempt Spanish language programming must be closed captioned per channel per quarter.
These deadlines and obligations are separate from those of video programming distributors to make accessible emergency information to people with visual and hearing disabilities. There are no exemptions from providing emergency information in an accessible form.
