The popularity of OTT content with consumers is making it urgent for cable TV and IPTV operators to develop ways to manage network usage without alienating customers.

Attempts to impose data caps, tiered pricing and other techniques have met with consumer resistance in many instances and have most recently prompted a member of the U.S. Senate to introduce legislation that would limit and regulate how data caps are used.

Stephane Bourque, founder  of Incognito Software, a global provider of broadband software provisioning and activation solutions, says the first step for cable TV and IPTV operators is to gain an thorough understanding of network usage throughout the day to determine if there is a network congestion problem and what is causing it.

In this podcast interview, Bourque discusses the pressure OTT content consumption is placing on ISPs, how to approach determining where problems are arising and strategies that can help.
